    WIOA Eligibility & Compliance

CyberWarrior's WIOA approval status, eligible programs, ITA usage, and documentation for workforce boards.

    Is CyberWarrior WIOA approved?

Yes. CyberWarrior is an approved WIOA training provider in Massachusetts. Participants can access our programs through WIOA Title I Adult, Dislocated Worker, and Youth funding via Individual Training Accounts (ITAs). For boards outside Massachusetts, cohort and contract-based delivery is available while WIOA approval is pursued in your state.

CyberWarrior is an approved WIOA training provider in the Commonwealth of Massachusetts. This approval has been granted by the state workforce agency following a review of our program quality, curriculum design, outcomes tracking methodology, and institutional capacity. Our programs are listed on the Massachusetts approved training provider list, and participants can use Individual Training Accounts (ITAs) to fund their enrollment.

WIOA Title I eligibility applies to Adult, Dislocated Worker, and Youth funding streams. Specific program eligibility within those streams is confirmed on a program-by-program basis. Our workforce team can provide the documentation required for compliance review and participant enrollment.

For workforce boards outside Massachusetts: CyberWarrior is WIOA-approved in Massachusetts and is actively pursuing approval in additional states. In the interim, we offer cohort-based and contract-based delivery nationally. Under a cohort or contract arrangement, your board contracts directly with CyberWarrior for training delivery to a defined group of participants — without requiring individual ITA eligibility. This model is fully operational and has been used to serve participants in programs outside the Massachusetts ITA system.

If you are an out-of-state WIB interested in pursuing WIOA approval for CyberWarrior in your state, we will work with you on that process. Contact us at workforce@cyberwarrior.com to discuss the specific steps and timeline for your state.

What states is CyberWarrior WIOA approved in?

CyberWarrior is WIOA-approved in Massachusetts. We are actively pursuing approval in additional states. Boards outside Massachusetts can engage CyberWarrior through cohort or contract-based delivery while state approval is in process.

As of March 2026, CyberWarrior holds WIOA approval in Massachusetts. This is a state-level designation — there is no single national WIOA approved provider list. Each state maintains its own eligible training provider list, and approval in one state does not automatically confer eligibility in others.

We are actively working to pursue WIOA approval in additional states. The process and timeline vary significantly by state — some states have streamlined approval processes for vendors already approved in other states; others require a full application cycle with outcomes documentation requirements that take 12 to 24 months to satisfy.

For boards in states where CyberWarrior is not yet WIOA-approved: the most practical near-term option is cohort or contract-based delivery. Under this model, your board enters a training services contract with CyberWarrior that funds delivery for a defined cohort of participants. This bypasses the ITA system entirely and does not require CyberWarrior to be on your state's eligible training provider list. Many workforce boards use this model with vendors who are not yet state-approved and it is fully compliant with WIOA Title I.

If supporting CyberWarrior's WIOA approval in your state is a priority for your board, we welcome that conversation. Some boards have actively supported the approval process for training vendors they want to partner with — through letters of support, introductions to state agency contacts, or assistance with the application timeline. Contact workforce@cyberwarrior.com to discuss.

We're outside Massachusetts — can we still work with CyberWarrior under WIOA?

Yes — through cohort or contract-based delivery. We are not yet WIOA-approved in your state, which means ITAs cannot be used for individual enrollment. But your board can contract directly with CyberWarrior to deliver training to a cohort of participants — no ITA required. This model is available now.

Yes. Out-of-state workforce boards can engage CyberWarrior for training delivery even without state-level WIOA approval in place. The mechanism is a cohort or contract-based arrangement.

Under this model, your board contracts directly with CyberWarrior to deliver a specific training program to a defined group of participants. The contract is between the board and CyberWarrior — participants do not need to use Individual Training Accounts, and CyberWarrior does not need to be listed on your state's eligible training provider list. The training itself is WIOA-compliant in design and outcomes tracking; it is the funding mechanism that differs from an ITA model.

This model is well-established in workforce development. Many boards use contract-based delivery with vendors who are in the process of seeking state approval, or for programs that their state's eligible provider list does not yet include. It is a legitimate and practical pathway.

What you will need: a training services agreement with CyberWarrior, a defined participant cohort, and an agreed outcomes reporting structure. We provide all of this through our standard partnership workflow.

We are actively working to obtain WIOA approval in additional states. If you want to support that process for your state, contact us at workforce@cyberwarrior.com.

Which CyberWarrior programs are eligible for WIOA funding?

In Massachusetts, our AI literacy and cybersecurity training programs are eligible for WIOA funding through Individual Training Accounts. Specific program eligibility is confirmed on a per-program basis. Contact workforce@cyberwarrior.com and we will confirm current eligibility for each program you are considering.

In Massachusetts, CyberWarrior's approved training programs are eligible for WIOA Title I Adult, Dislocated Worker, and Youth funding through Individual Training Accounts (ITAs). The eligible programs include our AI literacy and cybersecurity training offerings — both of which map to occupational categories with documented employer demand in the Massachusetts labor market.

Program eligibility under WIOA is not a blanket designation — it is assessed at the program level based on curriculum content, duration, credential outcomes, and alignment to in-demand occupations. We maintain documentation of program-level eligibility and can provide it for compliance review.

The most current and specific list of eligible programs is maintained by our workforce team, as program offerings evolve and new programs may be added or modified over time. Before referring a participant to a specific CyberWarrior program, we recommend a direct confirmation with our workforce team at workforce@cyberwarrior.com to ensure the program is currently eligible and that enrollment capacity is available.

For programs outside Massachusetts where we do not yet have ITA eligibility: cohort and contract-based delivery arrangements are available. These allow your board to fund a defined training program for a participant cohort without the ITA mechanism. The training content and quality are identical — only the funding channel differs.

What documentation can you provide to verify WIOA eligibility?

We can provide our Massachusetts approved training provider documentation, program-level eligibility letters, curriculum outlines, outcomes tracking methodology, and credential documentation. Contact workforce@cyberwarrior.com and we will send what your compliance process requires.

CyberWarrior maintains a compliance documentation package for workforce board partners that typically includes the following.

Provider-level documentation: Our Massachusetts approved training provider designation letter, WIOA eligibility confirmation from the relevant state agency, and our institutional profile including CISA recognition, SBA minority-owned certification, and Microsoft and Google partnership documentation.

Program-level documentation: For each eligible program, we provide a curriculum outline, program duration and format, credential outcomes (CyberWarrior certificate and, where applicable, Google or Microsoft certifications), and the aligned occupational codes (O*NET/SOC) and WIOA in-demand occupation categories.

Outcomes methodology: Documentation of how we track participant completion, credential attainment, and post-program employment outcomes. As our AI cohort programs are in early cycles, current outcomes data reflects our cybersecurity training track record; AI-specific outcomes data is collected and will be reported as it matures.

Financial documentation: Any documentation required for payment processing under a training services contract, including our EIN and relevant business registration documents.

If you have a specific compliance checklist your agency uses for training provider evaluation, send it to workforce@cyberwarrior.com and we will complete it. We are familiar with WIOA compliance requirements and will not make you chase us for documentation.

Are you listed on the Massachusetts approved training provider list?

Yes. CyberWarrior is listed on the Massachusetts approved training provider list, which allows participants to use Individual Training Accounts (ITAs) to enroll in our eligible programs. Contact us to confirm current program-level listing status before referring participants.

Yes. CyberWarrior is listed on the Massachusetts approved training provider list maintained by the state's workforce development agency. This listing is the result of an evaluation process that includes curriculum review, provider capacity assessment, credential validation, and alignment to in-demand occupational categories in the Massachusetts labor market.

Listing on the Massachusetts approved training provider list means that individuals holding WIOA Individual Training Accounts (ITAs) can use those accounts to fund enrollment in eligible CyberWarrior programs. Case managers at American Job Centers (AJCs) and other WIOA service providers can refer ITA-eligible participants directly to CyberWarrior.

The listing is maintained at the program level, meaning specific programs are listed rather than the provider broadly. We recommend confirming with our workforce team (workforce@cyberwarrior.com) that the specific program you are referring a participant to is currently listed before submitting an ITA request.

For case managers who need to verify our listing directly: the Massachusetts approved training provider list is publicly searchable through the state's workforce development website. If you encounter any discrepancy between our self-reported listing status and what you find in the state system, please contact us immediately so we can resolve it.

Can participants use Individual Training Accounts (ITAs) at CyberWarrior?

Yes, in Massachusetts. ITA-eligible participants can use their accounts to fund enrollment in CyberWarrior's WIOA-eligible programs. For out-of-state boards, ITA use is not available — but cohort and contract-based delivery is.

Yes. In Massachusetts, participants who have been approved for Individual Training Accounts (ITAs) by their WIOA service provider — typically an American Job Center — can use those accounts to fund enrollment in CyberWarrior's WIOA-eligible programs.

The ITA process works as follows: the participant is determined eligible for WIOA services and approved for an ITA, they select an eligible training program from the approved training provider list, their case manager confirms the selection and ITA amount, and the ITA funds are directed to CyberWarrior for the training program. CyberWarrior then enrolls the participant and delivers training.

We work directly with case managers to facilitate this process and can provide all documentation needed to complete the ITA transaction on your end. We are familiar with the administrative requirements and will not create friction in the process.

For participants who have a gap between their ITA amount and the program cost: contact us. In some cases, scholarship funds, additional grants, or program subsidies may be available to bridge that gap.

For out-of-state boards: ITAs are not available since CyberWarrior is not yet listed on your state's approved training provider list. Cohort and contract-based delivery arrangements are the alternative pathway. Contact workforce@cyberwarrior.com to discuss.

Are your programs eligible for Title I Adult, Dislocated Worker, or Youth funds?

Yes, in Massachusetts. Our eligible training programs qualify for Title I Adult, Dislocated Worker, and Youth funding streams. Specific eligibility depends on the program. Contact workforce@cyberwarrior.com for program-by-program confirmation.

In Massachusetts, CyberWarrior's WIOA-eligible training programs qualify for Title I Adult, Dislocated Worker, and Youth funding streams.

Title I Adult: Our programs are eligible for adults who meet the WIOA Adult program eligibility criteria and hold Individual Training Accounts. Programs align to in-demand occupational categories in AI literacy and cybersecurity that have documented employer demand in Massachusetts.

Title I Dislocated Workers: Our programs are aligned to occupations with strong hiring demand, which is a core consideration for dislocated worker ITA use. The Anthropic Labor Market Impacts of AI research (March 2026) specifically identifies customer service, data entry, and back-office administration as among the most AI-exposed occupations — making AI literacy retraining a well-documented response to displacement in those fields.

Title I Youth: Youth-appropriate programs (generally for participants aged 14–24) are available in our catalog. For youth program eligibility, contact workforce@cyberwarrior.com to confirm which specific programs are structured for youth delivery and what age-appropriate content modifications look like.

For all three streams, confirm specific program eligibility with our workforce team before referring participants.

How long have you been a WIOA-approved provider?

CyberWarrior has held WIOA approval in Massachusetts for multiple years, initially established through our cybersecurity training programs. Our AI-focused programs have been added to the approved program list as they were developed and submitted for approval.

CyberWarrior has been a WIOA-approved training provider in Massachusetts for multiple years. Our initial approval was established through our cybersecurity training programs — the foundation of the company — which were evaluated by the state workforce agency and determined eligible for ITA funding.

As CyberWarrior's program catalog has expanded to include AI literacy and AI-for-business training, we have submitted additional programs for WIOA approval through the standard program addition process. The approval of AI-specific programs reflects both the quality of the curriculum and its alignment to in-demand occupational categories in the evolving Massachusetts labor market.

This multi-year history matters for two reasons. First, it means the state workforce agency has already evaluated CyberWarrior's institutional capacity, outcomes tracking approach, and program quality — not just once, but across multiple program submissions and renewal cycles. Second, it means our workforce team is familiar with the compliance requirements, referral workflows, and administrative processes that WIOA service providers need to navigate. We do not require workforce boards to educate us on how the system works.

For verification of our approval history, contact workforce@cyberwarrior.com. We can provide documentation of the approval timeline for any due diligence process.

Can we work with you on a contract basis if you're not WIOA-approved in our state?

Yes. Contract-based and cohort-based delivery is available to workforce boards in any state, regardless of CyberWarrior's WIOA approval status in that state. Your board contracts directly with us; participants access training through that contract rather than individual ITAs.

Absolutely. Contract-based delivery is available to workforce boards in any state and is one of the two primary pathways for boards outside Massachusetts to engage CyberWarrior (the other being direct support for pursuing WIOA approval in your state).

Under a contract-based arrangement: your board enters a training services agreement with CyberWarrior that specifies the program to be delivered, the number of participants, the timeline, the outcomes to be tracked, and the payment terms. Participants are enrolled as a cohort under the board's contract. No ITA is required for individual participants, and CyberWarrior does not need to be on your state's approved training provider list.

This model is used by workforce boards nationally for vendors who are in the process of seeking state approval or for programs not yet on a state's eligible provider list. It is WIOA-compliant at the board contracting level.

The advantages of this model for boards: you can move faster, you can serve a defined cohort with a specific shared training need, and you have more control over the program schedule and delivery logistics.

The typical minimum for a contract arrangement is a cohort of 10 to 15 participants, though we will consider smaller cohorts depending on the program and geographic context. Contact workforce@cyberwarrior.com to discuss scope.
