How to apply for WTFP Express, what documents you need, and what to expect after approval.
How do I apply for the WTFP Express grant?
You apply through the Commonwealth Corporation's WTFP Express application portal. CyberWarrior helps you through every step — from confirming eligibility to completing the application form to assembling the documentation. Most applications are submitted within one to two weeks of the decision to proceed.
The WTFP Express application is submitted through the Commonwealth Corporation's online portal. Here is the process from start to finish.
Step 1: Confirm eligibility. Before you touch the application, schedule a discovery call with CyberWarrior. We will confirm your WTFP eligibility, identify the right program, and explain what the application requires.
Step 2: Gather information. The application requires basic company information (EIN, Massachusetts UI employer number, headcount, contact details), the training program you are requesting, the names and roles of employees who will participate, and the proposed training dates.
Step 3: Complete the application. CyberWarrior will work with you to complete the application accurately. We provide the vendor documentation that the Commonwealth Corporation requires from the training provider side.
Step 4: Submit and wait for approval. The Commonwealth Corporation reviews Express applications and issues determinations. Express approvals are typically faster than General Program reviews — often within a few weeks for a complete application.
Step 5: Schedule training. Once approved, we schedule your training program. Do not schedule training before approval — reimbursement is only available for training conducted after an approved application.
Does CyberWarrior help me with the application, or do I do it myself?
We help you with every step. CyberWarrior guides you through the eligibility check, helps you complete the application, provides all required vendor documentation, and follows up with the Commonwealth Corporation on your behalf. You are not navigating this alone.
You do not navigate the WTFP application alone. CyberWarrior's role as an approved vendor includes helping clients through the application process.
Here is what we do for you:
- Eligibility assessment: Before you invest time in an application, we confirm whether your business qualifies.
- Application completion: We walk you through the application form and help you complete it accurately.
- Vendor documentation: We provide our program description, credentials, and pricing formatted for the application.
- Application submission: You sign and submit the application (it must come from you as the employer), but we have prepared everything in advance.
- Follow-up: After submission, we track the application status and communicate with the Commonwealth Corporation if needed.
- Reimbursement documentation: After training is complete, we help you assemble the documentation for the reimbursement request.
The goal is for this to require minimal time from you — typically an hour or two, spread across a week.
How long does it take to get approved?
WTFP Express applications typically take a few weeks to receive a determination after a complete application is submitted. Total time from discovery call to training approval is usually three to four weeks. We track your application and follow up with the Commonwealth Corporation on your behalf.
The WTFP Express program is designed to be faster than the competitive General Program process. Here is a realistic timeline from first contact to approved training:
Week 1: Discovery call with CyberWarrior, eligibility confirmation, program selection, and application preparation.
Week 2: Application submitted to the Commonwealth Corporation. Processing begins.
Weeks 2–4: Commonwealth Corporation reviews the application. Express approvals typically come within two to four weeks of a complete submission.
After approval: Training can be scheduled. From approval to training start depends on your schedule and our next available cohort — typically one to three weeks.
Total timeline: roughly three to five weeks from first contact to training underway.
This timeline can vary. Applying earlier rather than later is always advisable — there is no benefit to waiting.
If you have a specific training date in mind, tell us on the first call and we will work backward from that date to figure out what the application submission deadline is.
Can we start training before the grant is approved?
No. Training conducted before WTFP grant approval is not eligible for reimbursement. You must have an approved application in hand before training begins. This is one of the most important rules to follow — we will make sure you do not make this mistake.
This is one of the most important rules of the WTFP program, and it is the mistake we work hardest to help employers avoid.
Training conducted before an approved WTFP application is not eligible for reimbursement. The Commonwealth Corporation's rules are clear: the application must be approved, and the grant must be in place, before training begins. There are no exceptions for retroactive applications.
This means: do not schedule a CyberWarrior training date before you have an approved WTFP application. The sequence is application, approval, then training — not training first and application later.
CyberWarrior actively prevents this. When you engage us for WTFP-funded training, we will not schedule your training date until we confirm that your application has been submitted. We track the approval and only confirm training scheduling after approval is in hand.
If you have an urgent training need and need training to happen faster than the approval process allows: contact us. In some cases, there are ways to accelerate the application process. In others, we may advise paying for training out of pocket now and applying for the next cycle.
What documents do I need to apply?
To apply for WTFP Express, you need your Massachusetts Unemployment Insurance employer number, your company EIN, a list of employees who will participate (name, role), and CyberWarrior's vendor documentation (which we provide). Most employers have everything they need within a day.
The WTFP Express application is straightforward, and most of the documentation you need is already in your possession or provided by CyberWarrior.
From you (the employer):
- Massachusetts Unemployment Insurance (UI) employer number
- Federal EIN (Employer Identification Number)
- Participant list — names, job titles, and Massachusetts-based status
- Training purpose statement (CyberWarrior helps you write this)
- Proof of Massachusetts UI contribution
From CyberWarrior (we provide):
- Our WTFP approved vendor documentation
- Program description and curriculum outline
- Pricing for your training program
- Our company EIN and relevant business registration documents
What you do NOT need:
- Financial statements, tax returns, business plans, or proof of revenue
Most employers can gather their side of the documentation in a day or two.
Is there a deadline to apply each year?
The WTFP Express program operates on a funding cycle with periodic deadlines. There is not a single annual application deadline, but funding is finite and available on a first-come basis within each cycle. Apply as early as possible — there is no benefit to waiting.

In practice, this means: apply as early as you can. There is no strategic benefit to waiting until late in a funding cycle. Early applications are processed in order and are not disadvantaged by being early. Late applications risk encountering reduced funding availability.
CyberWarrior monitors the WTFP program cycle status and will flag if funding availability becomes a concern during your application process.

We were approved — now what happens?
Once approved, contact CyberWarrior to schedule your training. We will confirm the dates, send a training agreement, handle onboarding logistics, and make sure you have everything you need before training begins. Training can typically start within one to two weeks of scheduling.
Congratulations — approval is the hardest part. Here is what happens next.
Notify CyberWarrior: Forward your approval letter or confirmation from the Commonwealth Corporation to your CyberWarrior contact.
Schedule your training: We will confirm availability for your cohort's preferred dates.
Receive your training agreement: CyberWarrior will send a formal training services agreement that specifies the program, participants, dates, pricing, and any other relevant terms.
Complete pre-training logistics: Depending on the program, we may ask for access to a meeting space, a list of confirmed participant emails, or specific context about your team's current skill proficiency.
Train: Your team attends the program. CyberWarrior delivers the training, tracks attendance, and manages all program logistics.
Post-training documentation: Within five business days of completion, CyberWarrior sends you the completion documentation package. You use this, along with your payment records, to submit the WTFP reimbursement request.
What's the risk if we apply and get denied?
The risk is low. If your application is denied, you have lost a few hours of application preparation time — nothing more. CyberWarrior will help you understand why the denial occurred and whether reapplication or an alternative pathway makes sense. There is no fee to apply.
Applying for WTFP Express carries very low risk.
What you risk if denied:
- The time spent gathering your application documents and completing the application form — typically a few hours total
- No financial exposure — there is no application fee and no penalty for a denied application
- No obligation — a denied application does not commit you to any training contract or payment
What you do not risk:
- Money — you do not pay CyberWarrior until after approval and training begins
- Business reputation — WTFP applications are not public records
What happens after a denial: CyberWarrior will work with you to understand the reason for the denial. Common reasons include eligibility issues that we catch before submission, or application errors we help you correct. In many cases, a corrected reapplication is the right next step.
The most common risk in the application process is not a denial — it is the employer starting training before approval. That risk is eliminated by working with CyberWarrior.
